Aboveground Storage Tanks training:

• MCAS Miramar SPCC and Storage Tank Management course on MarineNet – a web-based training (WBT) tool
• MCI West SPCC and Storage Tank Management course on MarineNet – a web-based training tool that includes MCAS Miramar as a site specific module. 
• Both of the above also available on CD for use.
• Spill prevention briefings are held annually.
• Presentations of SPCC and spill response information at quarterly Environmental Compliance and monthly Hazardous Waste Coordinators (ECC and HWC) meetings.

Underground Storage Tanks training:

General Information

Various types and quantities of oil products are stored in ASTs and USTs throughout the facility to support building, vehicle, and aircraft maintenance and operations. The storage of large quantities of hazardous liquids poses safety risks to personnel as well as environmental risks from unauthorized releases or spills.  AST and UST regulations are designed to minimize the threat of an unauthorized or accidental release.

Secondary Containment

For all containers storing petroleum, oils and other lubricants that are 55 gallons or greater, secondary containment for that container is required. Secondary containment should be able to capture 100% of the contents of the largest container plus 10% capacity for precipitation rainwater. Make sure that all secondary containment areas are free of liquids and that any liquids present are pumped out within 24 hours of accumulation. 

As part of our commitment, all projects, planning and POA&Ms are tracked, followed and resolved using the Marine Corps' current enterprise management system.

• The AST/UST program is monitored by the EMD Compliance Division during the base-wide conduction of EMS audits. Squadrons and other tenant activities aboard MCAS Miramar are audited to ensure that proper AST/UST management practices are being followed.
• HQMC triennial audits review and monitor all environmental media areas, as well as several other areas not encompassed under the EMD.
