The Water Quality Program Manager is responsible to protect current and future military readiness capabilities by inspecting and maintaining the storm water runoff water and wastewater discharges from military readiness operations.

It is the job, responsibility & assignment of the Program Manager to execute the code and permit conditions stated above in the environmental requirements.


The Storm Water Program Manager is identified as the responsible person or position to execute the conditions of the codes and permits.  Additional resources such as contract support are funded by MCICOM in order to assist the Program Manager to execute the plans and programs to comply with the codes and permits.

The Storm Water Program Manager maintains compliance with these storm water quality permits:

  • National Pollutant Discharge Elimination System (NPDES) General Permit CAS000001, Storm Water Discharge for Industrial Activities, State Water Resources Control Board, CWA 402
  • National Pollutant Discharge Elimination System (NPDES) General Permit CAS000004, For Small Municipal Separate Storm Sewer Systems (MS4), Non-Industrial Activities, State Water Resources Control Board, CWA 402

Training Requirements

Program Manager Training

The basic requirement or training for the Storm Water Program Manager to execute plans and programs to comply with the Codes and Permits are defined by OPM requirements for a GS-819 Environmental Engineer.   Other personnel involved such as Marines, Sailors and Civilians in the practices/aspects are trained and educated per the Code and permit requirements by the Environmental Engineer Officer or Program Manager.  Specific or comprehensive training is defined and outlines in the code and permits.  (Eg. E.7. Education and Out Reach & Outreach Program of the Phase II Small MS4 General Permit etc).

Practice Owner & Personnel Training

Training is provided to newly hired staff and personnel within the first year of hire. The Station implements a training program for all permittee staff who, as part of their normal job responsibilities, may be notified of, come into contact with, or otherwise observe an illicit discharge or illegal connection to the storm drain system.

Training Media

Training is made available via HWC and ECC training courses conducted by the Station CETEP.  Printed handout materials, signage, EMS website, public fair events, and on site compliance inspection and visits are some of the training media used to ensure widest dissemination. 

Practice Controls and ESOPs

Aside from the station’s Environmental Compliance Program Standard Operating Procedure (ECPSOP), the Environmental Management Department (EMD) has development several ESOPs to comply with the Code and permit condition.  Other training courses are available via Navy ECATTs and MarineNet.

Outreach & Education Program: 
The public education and outreach program shall be designed to reduce pollutant discharges in storm water runoff and non-storm water discharges to the MS4 through increased storm water knowledge and awareness in target communities.  The Public Education and Outreach Program shall be designed to measurably increase the knowledge and awareness of targeted audience regarding the municipal storm drain system, impacts of urban runoff and non-storm water discharges on receiving waters, and potential BMP solutions for the target audiences, thereby reducing pollutant releases to the MS4 and the environment.

In order to maintain the various permits required for this program and ensure a continued Marine Corps operational training environment; the permit holders must ensure compliance with permit conditions. 

As a condition of these permits, MCAS Miramar must ensure all discharges off of the installation comply with the permit conditions.  Failure to comply with the permits condition could potentially release unfavorable discharges into the storm drains, canyons, seasonal streams and sea water potentially interrupting the training of the Marine Corps fighting force.  Discharges could also potentially result in a Notice of Violation (NOV) and subsequent shut-down of training operations being issued by the agency with cognizance over the permit.

Numerous Best Management Practices (BMP) are developed and implemented and can be found in the MCAS Miramar’s Storm Water Management Discharge Plan, the Water Quality and Storm Water Program Manager Turnover Folder or Desktop.  If Codes and permit conditions are not complied with, it can be detrimental to the environment and the station can receive Notice of Violations associated with fines and penalties.   


  1. Comply with the NPDES (National Pollutant Discharge Elimination System) conditions pursuant to:

  1. Receive zero Notices of Violation for the Station's NPDES permit.

The Environmental Engineering and Compliance Division evaluates the efficiency of the Storm Water Program by way of annual Self-Audits, as well as HQMC triennial audits (ECE) based upon Marine Corps Orders and local, county, state and federal environmental regulations.  These audits prepare the Installation for external regulatory and agency Inspections.
