• The SPCC (Spill Prevention Control and Countermeasure) is in place to regulate the storage and handling of petroleum and other oil-based materials and wastes. Various types and quantities of oil products are stored, transported, and handled throughout the Facility to support vehicle and aircraft maintenance and operations. 

Potential Environmental Impacts and Risk to the Mission

• Proper management of petroleum reduces risk for releases to the environment and are practiced in order to ensure the protection of health, the environment and property.  

• Violations and fines have the possibility to adversely impact the Station by causing the shut down of critical operations to the mission and negatively affecting public opinion or image of the Marine operations at MCAS Miramar.

• Mismanagement of petroleum and lubricant products and waste would have the potential to contaminate soil, washes, vernal pools and navigable waters of the US if spilled contents stream into a storm drain.

• The SPCC Plan describes the applicable state and federal regulations for spill prevention and control, and provides the methods used to prevent a discharge of OHSs from MCAS Miramar to the navigable waters of the United States or to the adjoining shorelines. The SPCC Plan also serves as a guide for all personnel and Marine Corps units that are responsible for the prevention, response, control, and reporting of all spills of OHSs.

• The Facility Response Plan (FRP) demonstrates the facility’s preparedness to respond to a worst case oil discharge at the United States (U.S.) Marine Corps Air Station (MCAS Miramar.  Various types and quantities of oils and hazardous substances (OHS) are stored, transported, and handled throughout the Facility to support military building, and vehicle and aircraft maintenance and operation.

Audits

• The Environmental Compliance Division evaluates the efficiency of the SPCC Program by way of annual Self-Audits, as well HQMC triennial Audits.  Annual Self-Audits review and monitor Marine, Navy, Army, Civilian and Contractor units for Compliance with EMS requirements and Hazardous Waste compliance, both based upon Marine Corps Orders and local, county, state and federal regulations.

• HQMC Triennial Audits review and monitor all environmental media areas, as well as several other areas not encompassed under the EMD.

Evaluation of Compliance

• The SPCC program is monitored by the EMD Compliance Division by way of conducting EMS audits of the various squadrons and tenant activities aboard MCAS Miramar to ensure proper spill prevention practices are being followed and maintained.
