The Compliance Division is responsible to the Commanding Officer of MCAS Miramar for the management of hazardous waste accumulation and disposal.  Organizations operating on MCAS Miramar that generate hazardous wastes are required to have a primary and alternate Hazardous Waste Coordinator (HWC) assigned, in accordance with the station's Hazardous Waste Management Plan.  These HWCs liaison with the WMD Environmental Protection Specialists for assistance in waste profiling and scheduling hazardous waste disposal.

Compliance Environmental Protection Specialists also ensure that hazardous waste generators are in compliance with Federal, State, DoD, Marine Corps and Station Orders pertaining to hazardous waste management and provide training to Station and tenant organizations.

Hazardous waste (HW) management aboard Miramar is guided by Station Order 5090.5D, Hazardous Waste Management Plan.

The Compliance Division is responsible for program implementation and oversight.

Compliance includes four Environmental Protection Specialists with expertise in hazardous waste management.  Each EPS provides customer service support to more than fifteen (15) HW generators aboard the Station. 

This support involves all aspects of HW management to include:   

  • Hazardous waste (HW)      
  • Medical waste (MW)      
  • Universal waste (UW)  
  • Special waste   
  • Waste Military Munitions     
  • Treated wood waste (e.g. PB marked ammo crates and pallets) 
  • Regulated non hazardous (waste tires) 
Compliance Division Environmental Protection Specialists must complete initial and annual training as follows:
  • Communication with tenant Hazardous Waste Coordinators is conducted through bi-monthly meetings.

Unit Hazardous Waste Coordinators must provide annual training on the unit's Consolidated Emergency Response/ Contingency Plan (CERC) to personnel that handle hazardous materials or hazardous waste.


There are various practices and operations on MCAS Miramar that generate hazardous waste.  Some of those practices/operations include:

  • Aircraft and Vehicle Maintenance
  • Aircraft and Vehicle Fueling Operations    
  • Facilities Maintenance and Repair
  • Medical Clinics Operations
  • Oil or Fuel Spill Cleanup
  • Auto Repair Facilities
  • Training Exercises


Multiple waste streams may be generated within each of these practices.  For commonly generated waste streams there is a protocol to follow for proper management and disposal.  These instructions are available in the Waste Protocol Sheets.

Some common wastes generated on station include:

  • Oil Rags
  • Absorbent Pads
  • Aerosol Cans
  • Adhesives
  • Used Oil
  • Used Antifreeze
  • Batteries
  • Lead Acid Batteries
  • Paint and paint debris
  • Universal Wastes
  • Regulated Medical or Bio hazardous Wastes
  • Contaminated Fuels


Hazardous waste accumulation, if not performed within regulatory guidelines, can pose serious threats to the environment if one or more of the accumulation containers (drums, buckets, bins etc.) ruptures or otherwise is no longer capable of retaining the waste. If these containers can no longer retain the waste as intended, these waste can mix with other potentially dangerous (to personnel or the environment) chemicals or come into contact with personnel, contaminate a body of water or result in ground contamination.


Reduce HW cost by utilizing DLA disposal contract on quarterly basis.  


Continuously target specific waste streams for possible long term reclassification.

Air Station tenants are monitored for compliance with HW management regulations through biweekly site visits and semi annual hazardous waste management audits conducted by Compliance Division Environmental Protection Specialists.


Additionally, HW compliance is assessed triennially with ECEs and annually through the internal audit process.
