Lighting project reaches halfway point

Construction crews with Strong Hold Construction Engineering Company recently completed the first portion of a $9 million-dollar construction project to replace all the runway lighting at the air station.

Monday, the 120-day construction on runways 24L and 28 came to an end after a final inspection. The new equipment replaced lighting more than 40-years old, explained Donn Detmers, the project coordinator for the public works department here.

“The installation of the new airfield lighting requires additions and modifications to the existing airfield lighting controls,” said Tony Guinn, the acting assistant airfield operations officer for the station.

The emergency generators, regulators and control vaults received new wiring. The runways have new edge lighting and centerline lights and the control tower received a console for the new lighting.

“The new lighting was necessary because the previous equipment was in poor condition and in need of repair,” said Detmers.

“We appreciate the efforts to maintain and improve the runway environment at MCAS Miramar,” said Maj. Rhett Vranish, operations officer with Marine Fighter Attack Squadron 101 here.

“This is just one of many project plans to replace all of the lighting,” said Detmers.

Following the air show in October, runway 24R will be closed for 120 days for the completion of the maintenance.

POLICY

The most important starting point for an EMS* is the development of an environmental policy. ISO14001 requires local governments to implement their own environmental policy. The environmental policy acts as a basis for the environmental management system.

PLANNING

ISO14001 requires that an environmental management system is planned properly. It requires the organization to consider the following carefully: Environmental Aspects; Legal and Other Aspects; Objectives and Targets; and an Environmental Management Program.

IMPLEMENTATION

The two requirements for implementation of an EMS is to define, document, and communicate roles, responsibilities and authorities, and to allocate the resources needed to implement and control the EMS.

CHECKING

The key requirement in this EMS step is to regularly monitor and measure key characteristics of activities and operations that could have a significant impact on the environment. Changes to EMS procedures may become necessary in order to deal with nonconformances with the EMS, with mitigating environmental impacts, or corrective and preventive action.

REVIEW

The management review process ensure that information is collected to enable management to carry out proper review. Top management review the need for changes to policy, objectives and targets, and ensure that a commitment to continual improvement is being demonstrated.
